Section 232 landed on August 6, and it sets a price floor on imported solar cells rather than a quota. That design decides who pays, and it puts $TE and $TOYO on opposite sides of the same rule: one buys cells, the other makes them.
For a buyer, like $TE, the floor is a cost.
